De repressie maatregelen van de De Facto regering stapelen zich op. In een poging om alle informatie tegen de De Facto regering te verijdelen, heeft de De Facto regering een decreet in het La Gazetta (Hondurees staatsblad) gepubliceerd dat voor de komende 45 dagen geen enkele bijeenkomst mag gebeuren zonder toelating van leger of politie, dat eenieder die na de avondklok buiten gezien wordt onmiddellijk en zonder pardon gearresteerd wordt en dat alle radio- en tv-zenders "die statements maken die de vrede en publieke orde verstoren, of die de humane waardigheid van publieke ambtenaren aantasten, of de wet aanvallen." door politie en leger gesloten kunnen worden.
Het leger voerde vanochtend de daad bij het woord en viel met een 200 (!) soldaten Radio Globo binnen. Radio Globo is 1 van de weinige radio-zenders die in Honduras informeren van de kant van het verzet. Het kantoor is volledig leeggehaald. Ook kanaal 36 (TV) is uit de ether gehaald.
Gisteren heeft de De Facto regering ook een delegatie van de Organisatie der Amerikaanse Staten het land uitgezet. De delegatie was gekomen om de onderhandelingen tussen Micheletti en Zelaya opnieuw leven in te blazen.
Bovendien heeft Micheletti Brazilie een ultimatum van 10 dagen gegeven om ofwel Zelaya - die zich nog steeds in de ambassade van Brazilie bevindt - uit te leveren of politiek asiel te verlenen. In het laatste geval moet Zelaya dan overgebracht worden naar Brazilie. De Braziliaanse president Luiz Inacio Lula da Silva heeft daarop geantwoord dat Zelaya een gast is in de ambassade en dat hij geen ultimatums aanvaardt van een regering die aan de macht is gekomen door een staatsgreep.
Volgens buitenlands minister Lopez heeft Brazilie de relaties met Honduras verbroken en zegt dat als Brazilie de band niet hersteld, dat de ambassade een privaat kantoor wordt. Daarmee impliceerd hij dat de ambassade binnengevallen kan worden door de politie. Micheletti heeft ondertussen ontkend de ambassade binnen te zullen vallen, maar de dreiging blijft...
Ondanks uitspraken van Micheletti en zijn De Facto regering dat in Honduras alles goed gaat, zegt de realiteit duidelijk iets anders. Het volk wordt herhaaldelijk beroofd van zijn burgerrechten. Het recht van vrije meningsuiting, recht van vereniging en recht van bewegingsvrijheid zijn opgeschort. En dan hebben we het nog niet eens over de economische ramp dat dit land tegemoet gaat. Het toerisme is vrijwel nihil, de horeca lijdt enorme verliezen, taxichauffeurs en straatventers kunnen het hoofd niet meer boven water houden en de broodnodige buitenlandse hulp staat op een zeer laag pitje...
The measures of repression of the De Facto government just keep coming. In an attempt to stop all information against the De Facto government, it published a decree in La Gazetta stating that in the coming 45 days, no union can be held without permission of police or army, that anyone out after the curfew will be arrested without warrant (which is obligatory by Honduran law) and that all media who "make statements that attack peace or public order, offend the human dignity of public officials, or attack the law" will be closed by army or police.
This morning, the army acted on this by raiding Radio Globo with around 200 (!) soldiers. Radio Globo is 1 of the few radio-broadcasters in Honduras that support the resistance. The office of Radio Globo has been emptied completely. Also TV-channel 36 has been cut off.
Yesterday, the De Facto government also evicted a delegation of the Organisation of American States. The delegation had come to restart negotiations between Zelaya and Micheletti.
On top of that, Micheletti send Brazil an ultimatum of 10 days to either turn Zelaya over for arrest or grant him asylum and, presumably, take him out of Honduras. Zelaya still finds himself in the Brazilian embassy in Tegucigalpa. The Brazilian president Luiz Inacio Lula da Silva answered by saying that Zelaya is a guest at the embassy and that he (Lula) does not accept ultimatums of "coup-plotters".
According to foreign minister Lopez, Brazil cut off the relations with Honduras and says that if Brazil does not restore the relations, the embassy will become a privat office. This implies that the embassy can be raided by the police. Micheletti denied planning to raid the embassy, but the threat stays...
In spite of statements of Micheletti and his De Facto government that Honduras is doing fine, the reality is quite different. The people are repeatedly robbed of their civil rights. The freedom of speech, freedom of union and freedom of movement are suspended. And then I haven't mentioned the ecomonical distaster yet that is coming down on this country. Tourism is reduced to next-to-nothing, restaurants and bars are making enormous losses, taxidrivers and streetsellers can't keep their heads above water and the so needed foreign aid has nearly come to a standstill...

Mel Zelaya's return!
Historisch moment in de geschiedenis van Honduras en keerpunt in de strijd van het Hondurese volk tegen de staatsgreep, nu 86 dagen geleden. Afgezette president Jose Manuel Zelaya Rosales is terug in Honduras. Gisteren is hij in Tegucigalpa aangekomen onder bescherming van de VN. Op dit moment verblijft hij in de ambassade van Brazilie. Onnodig te zeggen dat dit heel wat commotie veroorzaakt in het land. Duizenden mensen vierden de terugkeer van hun president in de straat voor de ambassade in Tegucigalpa.
De De Facto regering van Roberto Micheletti is echter nog steeds niet van plan om de macht uit handen te geven en de democratie in Honduras te herstellen. In tegendeel. De De Facto regering speelt paniekvoetbal en zorgt voor zoveel mogelijk chaos. De maatregelen en acties zijn heviger dan tijdens dagen na de coup op 28 Juni jongstleden:
Een 24-uren avondklok is opnieuw ingesteld, deze keer op nationaal niveau. Dit is duidelijk een maatregel om te supporters van het verzet en de aanhangers van Zelaya te verhinderen om hun steun te betuigen voor de ambassade van Brazilie. Maar tegelijkertijd willen ze hiermee ook verhinderen dat meer opposanten van de regering naar Tegucigalpa afzakken. De avondklok wordt echter genegeerd door het grootste gedeelte van de bevolking wegens niet wettelijk, wat repressie van de politie met zich meebrengt.

Vandaag, dinsdag 22 september, zouden verschillende leiders van verscheidene Latijns-Amerikaanse landen, waaronder ook mediator Arias van Costa Rica, naar Honduras komen om de dialoog op te nemen. Micheletti wil duidelijk geen vreedzame gesprekken voeren om de situatie op te lossen.

De media die de staatsgreep steunen verspreiden valse en verdraaide informatie, oa dat Zelaya zich in Brazilie bevindt en dat het verhaal dat hij in Honduras is slechts een strategie is van het verzet om het volk tegen de De Facto regering op te zetten. Daarbij vergeten ze wel te vermelden dat Zelaya zich in de ambassade van Brazilie bevindt (idd Braziliaans grondgebied, maar wel in gelegen in de hoofdstad van Honduras) en dat Zelaya op het balkon verschenen is om te bevestigen dat hij wel degelijk terug is.

Als ze dit doorzetten, staat dat gelijk aan een oorlogsverklaring aan Brazilie aangezien de ambassade Braziliaans grondgebied is. In dat geval zal het hek helemaal van de dam zijn.

Mensen van alle slag uit alle hoeken van het land mobiliseren zich in Tegucigalpa, meer dan ooit bereid om tot het uiterste te gaan om de democratie te herstellen. Unnecessary to mention that this stirred up a lot of commotion in the country. Thousands of people celebrate the return of their president in the streets in front of the embassy of Brazil in Tegucigalpa.
The De Facto government of Roberto Micheletti, however, has no intentions to give up their power and to restore democracy in Honduras. On the contrary. The De Facto government is clearly panicking and is creating chaos where it can. The measures and actions taken are heavier than those during the days after the coup on the 28th of June 2009.
A 24-hour curfew has been imposed again, this time on national level. This clearly is an attempt to impede the supporters of the resistance and the followers of Zelaya to show their support outside the embassy of Brazil. But at the same time, they want to prevent more opponents of the De Facto government to come to Tegucigalpa. The curfew is mostly ignored by great part of the population since it is not constitutional, which brings along repression by part of the police.
All entrances to Tegucigalpa are blocked by the police and army. This too to prevent the people from coming into the capital to protest against the De Facto government.
Electricity has been cut off at different places.
Mobile phones didn’t work for quite some time yesterday. The nets wore suspended on purpose in order to avoid mobilization and the spread of information.
All airports in the country are closed. Today, 22nd of September 2009, several leaders of Latin-American countries, among them mediator Arias of Costa Rica, were to come to Honduras to start a dialogue. Obviously, Micheletti does not want to undertake peaceful negotiations to solve the situation.
Radio Globo, Canal 36 and a few more media that condemn the De Facto government, are taken out of the air on regular basis or even permanently to make sure the people stay uninformed. The media that support the coup, spread false or twisted information, such as the rumor that Zelaya actually is in Brazil and that the story that he is in Honduras was only a strategy to or the resistance to set up the people against the government. They forget to mention though, that Zelaya finds himself in the embassy of Brazil (indeed Brazilian territory, but located in the capital of Honduras) and that Zelaya has appeared on the balcony to prove his return.
Police and army act even more violently than before. Though the demonstrators in front of the embassy are unarmed, protesting pacifically and are composed for the lion part out of women, children and elderly, they used teargas bombs and rubber bullets last night in an attempt to disperse the people. Arrests and violence by police and army are executed without warning or clear motive.
And the clearest sign that Micheletti and his De Facto government are standing with their back to the wall, is the fact that they want to invade embassy of Brazil to arrest Mel Zelaya. If they go through with this , that will equal a declaration of war against Brazil as the embassy is Brazilian territory. In that case, hell will break loose.
But in spite of all these measures of repression and all misinformation that circulates, euphoria and hope among the people is high. All sorts of people from all corners of Honduras mobilize in Tegucigalpa and are more than ever prepared to do what it takes to restore democracy. The upcoming week will represent an important turning point and as long as internet keeps working, I will keep you posted!

Dia del nino!
Emily & Maxim
Het was me het weekje wel. Het eens zo rustige Pespire heeft nog maar zelden zoveel buitenlanders tegelijk gezien. Mijn Italiaanse collega had een koppel Engelse wielertoeristen op bezoek (Kelly en Dave) en ik heb een Canadees koppel wielertoeristen (Emily en Maxim) te slapen gelegd. Alle 4 hebben ze genoten van een paar dagen rust, bezoekjes aan onze projecten, gezellige avonden en - in het geval van Emily en Maxim - een paar dagen feest en uitstapjes in Tegucigalpa.
En net toen Kelly en David weer op hun pedalen zijn beginnen trappen, kreeg ik bericht dat Julie terug in het land was. Julie is een vriendin uit Belgie die momenteel door Centraal-Amerika reist en die in Mei hier de boel al onveilig gemaakt had. Full house, dus!!
Ondertussen bleef het werk echter doorgaan, wat betekent dat ik bijna alle dagen mijn vrouwen ben gaan bezoeken. Maar het was niet allemaal zwaar werk. 10 September is Dag van het Kind en dat betekent: taart en pinatas!!!

It's been quite the week. The once so quiet Pespire has seldom seen so many foreigners at the same time. My Italian colleague had a couple of English cyclists on visit (Kelly en Dave) and I had a Canadian couple of cyclists on sleepover (Emily en Maxim). All 4 enjoyed a couple of days of rest, visits to our proyects, pleasant evenings and - in the case of Emily en Maxim - a couple of days partying and touristic visits in Tegucigalpa.
And just when Kelly and David hit the road again, I got news that Julie was back in the country. Julie is a friend from Belgium who is travelling Central America at the moment and who passed through last May. Full house, it was!!
In the meantime, work continued, which meant going up to visit my women nearly every day. But it wasn't all hard work. The 10th of Septmber we celebrated Day of the Children, and that meant: cake and pinatas!!!

Electoraal September / Electoral September
Ik kan uiteraard geen nieuw verhaal uit Honduras beginnen zonder een update over de politieke crisis.
Het akkoord van San Jose is nog steeds niet aanvaard door de De Facto regering. Sterker nog, deze regering heeft gemeld de rest van de wereld niet nodig te hebben, ondanks het feit dat Honduras 1 van de armste landen van Latijns-Amerika is. Ze gaan dus gewoon verder met wat ze vooropgesteld hebben. Dat betekent dat begin deze maand de electorale campagnes begonnen zijn in de aanloop van de verkiezingen van 29 November. De internationale gemeenschap en een groot deel van de Hondurese bevolking erkennen deze verkiezingen niet. De reden is simpel. Een erkenning van de verkiezingen doorgevoerd door een De Facto regering zou een erkenning zijn van het recht van deze regering om verkiezingen te houden. Maw het zou een erkenning van de De Facto regering betekenen.
De VS heeft vorige week een drukkingsmiddel ingezet. Sinds vorige week worden geen visa voor de VS meer uitgereikt aan Hondurezen, tenzij voor dringende redenen of voor migratiedoeleinden. Dat betekent oa dat Hondurese ondernemers niet meer op zakenreis kunnen naar de VS en dat de bemiddelde Hondurees geen familie meer kan bezoeken ginder. Wetende dat zowat elke Hondurese familie wel 1 of meer leden in de VS heeft en dat meer dan 50% van de export uit dit land richting VS gaat, kan deze maatregel vrij effectief uitpakken. Immers, het zijn de rijke families die de staatsgreep steunen. Maar als zij rechtstreeks (financieel) geraakt worden, is het mogelijk dat zij hun steun aan de De Facto regering terugtrekken.
Obviously, I can't write a new entry about Honduras without giving an update about the policical crisis.
The agreement of San Jose is still not accepted by the De Facto government. Even worse, this government claims not to need the rest of the world, even though Honduras is 1 of the poorest countries in Latin America. They keep going down the road they planned out from the beginning. That means that at the beginning of this month, the electoral campaigns have started in preparation for the elections on the 29th of November. The international community and a big part of the Honduran people are not aknowledging these elections. The reason is simpel. Aknowledging the elections would represent aknowledging the right of the De Facto government to actually organise the elections. In other words, it would mean aknowledging the De Facto government itself.
The US has heightened the pressure on the actual government last week by denying US visa to all Hondurans, except for emergencies or migratory reasons. This means that Honduran undertakers cannot go on business trips to the US and that the well-off Hondurans cannot go and visit their familymembers in the States. Knowing that virtually every Honduran family has familly in the US and that more than 50% of the exports out of Honduras is destined for the US, the pressure could well be quite effective. After all, it's the rich who support the coup, but if they get hit directly (through money), it is well possible that they withdraw their support to the De Facto government.

Maw het zou een erkenning van de De Facto regering betekenen.
De VS heeft vorige week een drukkingsmiddel ingezet. Sinds vorige week worden geen visa voor de VS meer uitgereikt aan Hondurezen, tenzij voor dringende redenen of voor migratiedoeleinden. Dat betekent oa dat Hondurese ondernemers niet meer op zakenreis kunnen naar de VS en dat de bemiddelde Hondurees geen familie meer kan bezoeken ginder. Wetende dat zowat elke Hondurese familie wel 1 of meer leden in de VS heeft en dat meer dan 50% van de export uit dit land richting VS gaat, kan deze maatregel vrij effectief uitpakken. Immers, het zijn de rijke families die de staatsgreep steunen. Maar als zij rechtstreeks (financieel) geraakt worden, is het mogelijk dat zij hun steun aan de De Facto regering terugtrekken.

The agreement of San Jose is still not accepted by the De Facto government. Even worse, this government claims not to need the rest of the world, even though Honduras is 1 of the poorest countries in Latin America. They keep going down the road they planned out from the beginning. That means that at the beginning of this month, the electoral campaigns have started in preparation for the elections on the 29th of November. The international community and a big part of the Honduran people are not aknowledging these elections. The reason is simpel. Aknowledging the elections would represent aknowledging the right of the De Facto government to actually organise the elections. In other words, it would mean aknowledging the De Facto government itself.
The US has heightened the pressure on the actual government last week by denying US visa to all Hondurans, except for emergencies or migratory reasons. This means that Honduran undertakers cannot go on business trips to the US and that the well-off Hondurans cannot go and visit their familymembers in the States. Knowing that virtually every Honduran family has familly in the US and that more than 50% of the exports out of Honduras is destined for the US, the pressure could well be quite effective. After all, it's the rich who support the coup, but if they get hit directly (through money), it is well possible that they withdraw their support to the De Facto government.
